The «SvitloDim» program
A real opportunity to make your home energy-independent!
Simply put, the «SvitloDim» program is a state financial aid for apartment buildings for equipment that provides autonomy during power outages. The state allocates funds not to individual residents, but to the building as a legal entity — through the condominium association or manager.
The goal is simple: to keep the pumps, lighting, boiler rooms, elevators and communication systems working in the building even when the power is out.
Terms of Participation
Who applies?
The following can apply:
- OSBB
- housing or service cooperative
- building manager
That is, it is not done by an individual resident, but by an authorized person from the building through the Diya portal.

There you can see whether your community is currently included in the program and whether you can apply.
Funding and Equipment
How much can you get?
The amount of assistance depends on the number of floors of the building:
- up to 6 floors — UAH 100,000
- 7–16 floors — 200,000 UAH
- 17 or more floors — 300,000 UAH
Houses are taken into account separately: with attached, built-in or roof boiler rooms, from 4 to 16 floors inclusive, if there are 3 or more entrances. The amount of assistance — non-refundable if the funds are used for their intended purpose.
What equipment to spend on?
The funds go to backup or autonomous power systems:
- generators (gasoline, diesel, gas)
- batteries
- inverters and automatic switching systems
- solar panels (if technical conditions allow)
What will it provide?
This equipment makes it possible to provide:
- lighting of entrances
- operation of water pumps and heating
- functioning of the boiler room
- operation of elevators (with sufficient power)
- intercoms, video surveillance and communication

Important conditions
- funds must be used for approved equipment
- purchase and installation must be completed within 45 days
- after installation, a report is submitted through Diya
- if funds are used for purposes other than intended — they will have to be returned

Documents for reporting after receiving funds
After you have received state aid and purchased and installed the equipment, you will need to submit a report on the use of funds on the Diya portal within 30 working days, but no later than December 20, 2026.
What exactly needs to be prepared for the report:
- A contract with the equipment supplier (for example, contracts for a generator, inverter, batteries or solar panels) — they confirm the fact of purchase;
- Commodity or tax invoices, indicating payment for the equipment upon receipt;
- Acceptance and transfer certificates or other installation documents (work performed, assembly), confirming that the equipment has actually been put into operation;
- If necessary — photo evidence of installation or technical passports of equipment, if required by the program rules.
Important: Without these documents, the system may not accept the report, and you will have to return the funds received, so it is important to collect everything immediately after installation.
